Governor Bob Miller
Distinguished as the longest serving governor in Nevada history, 1989-1999, he has held several public offices including Lieutenant Governor and Clark County District Attorney, 1979-1987. He served as the Chair of the National Governors Association (NGA), 1996-1997, Chair of the Western Governors Association (WGA), 1993-1994, and during his tenure as District Attorney he served as the President of the National District Attorney Association, 1984-1985. Bob served as an uniformed and commissioned Deputy Sheriff for the summer of 1969 in Los Angeles and the summer of 1970 in Las Vegas; and from 1973-1975 he was the Police Attorney for the Las Vegas Metropolitan Police Department. He was one of nine individuals selected by President Reagan to serve on a Presidential Task Force on victims of crime in 1982. He was also appointed by President Clinton to the National Advisory Commission on Intergovernmental Relations, 1993-1998.
He owns Robert J. Miller Consulting and continues to serve on multiple international advisory boards. He served as the President of the International Association of Gaming Advisors in 2009 and currently serves as a Counselor. He has previously served on several other public boards including America West Airlines, Newmont Mining Corporation, Zenith Insurance Company, Wynn Resorts, and International Game Technology.
Bob Miller has received civic & charitable awards, including the Breaking Glass Ceiling National Award from the Women Executives in State Governments in 1997, Inaugural National Award for State Art Leadership from Americans for the Arts in 1997, Lifetime Achievement Award from the National Organization of Victims Assistance in 1999, as well as the Distinguished Nevadan award from the Nevada System of Higher Education Board of Regents in 2012. He also served on the advisory board for the National Center for Missing & Exploited Children.
USAID (United States Aid to International Development) has sent him on several foreign missions to provide tourism advice, including Russia, Georgia, Poland and Bulgaria. He served as Co-Chair of the Russian Heritage Highway with former Soviet President Mikhail Gorbachev from 2004-2007. He has served as an Honorary Consul General of Bulgaria since 2005.
A Las Vegas resident for over 60 years, he received a Bachelor of Arts degree in Political Science from Santa Clara University and a Juris Doctorate from Loyola Law School in Los Angeles. He is also the recipient of Honorary Juris Doctorates from Santa Clara University in 1991 and the University of Nevada, Las Vegas in 1998. He is currently a member of the Clark County Bar Association and the State Bar of Nevada.
He is married to Sandy Miller; they have three children, Corrine Miller-Liebe, Megan Miller & Ross Miller.
John Bailey
For nearly four decades, John R. Bailey’s trial experience has focused on commercial litigation, healthcare law, and gaming law. In 2001, after 16 years with a renowned Nevada firm, Mr. Bailey struck out on his own and established what is now one of Southern Nevada’s most preeminent law firms – Bailey Kennedy, LLP. His clients include many of the region’s largest healthcare providers, Nevada businesses, and travel and tourism leaders.
Mr. Bailey has served on the Board of Directors of two publicly traded corporations: Boyd Gaming Corporation (NYSE: BYD) (2015-present) and SHFL entertainment inc. (2008-2013). He has also served as a Member and Chairman of the Nevada State Athletic Commission (2001-2009). On numerous occasions, Mr. Bailey has also served as a private mediator for pending litigation cases. Well respected by his colleagues, Mr. Bailey was recommended for a Judgeship on the U.S. Court of Appeals for the Ninth Circuit by Senators John Ensign and the late Harry Reid during the George W. Bush Administration. In 2020, Mr. Bailey was selected to a panel created by Nevada Senators Catherine Cortez Masto and Jacky Rosen to vet candidates for recommendation to the White House as nominees to the federal bench.
Jack Binion
There are few names more synonymous with the casino industry than the Binion name. For nearly 50 years, the innovations and style of Jack Binion led to unparalleled success in the industry. Mr. Binion developed the Horseshoe Casino into a Las Vegas icon, renowned for its high limits and generous odds. Horseshoe’s reputation as a pure gambling joint grew, and Mr. Binion cemented that reputation in 1970 when Horseshoe hosted the first-ever gambling tournament: The World Series of Poker. Mr. Binion has always recognized the importance of giving his guests the best gamble along with personalized customer service. He committed himself to being visible and available to his customers, and his hands-on management style has endeared him to customers and employees alike. In 1994, Mr. Binion brought the Horseshoe style to the Midwest. He established the privately held Horseshoe Gaming Holding Corp., and opened the Horseshoe Casino in Bossier City, La., in July of that year. In 1995, the second Horseshoe Casino opened in Tunica, Miss., and both properties quickly established themselves as market leaders. He later sold the Horseshoe in Las Vegas to family members. In 1999, Horseshoe Gaming purchased the Empress Casinos in Joliet, Ill., and Hammond, Ind. Mr. Binion quickly sparked double-digit increases in revenues at the two properties. In 2001, Mr. Binion sold the Empress Casino in Joliet and converted the Empress in Hammond to his third Horseshoe property, which became his third market leader. The combined Horseshoe properties employed nearly 7,800 trained staff members, generated annual revenues of approximately $840 million, and offered gamblers more than 137,000 square feet of gaming space with, of course, the best odds, the highest limits, and the biggest jackpots around. “Success,” he says, “has always been measured by satisfied customers. That’s the one thing I’m most proud of: Our commitment to providing superior customer satisfaction, whether it’s through our odds and limits, our restaurants, or the comfort of our hotels. That was the staple of our success in Las Vegas, and it’s the reason we’ve been so successful in the Midwest.” That success did not go unrecognized. In September 2003, less than ten years after starting the company, Mr. Binion agreed in principle to sell Horseshoe Gaming and its properties to Harrah’s Entertainment Inc. for $1.45 billion—one of the largest casino transactions ever. The deal was finalized on July 1, 2004. After the sale of Horseshoe Gaming Holding Corp., Jack Binion and other members of his family formed Pilot Grove Management, LLC a private investment company and family office. The family office went on to form Airia Development Company and invested in multiple thousand-acre parcels in Houston, TX where they are currently developing industry-leading Master-Planned communities.
Michael Gaughan
Michael Gaughan was born in Omaha, Nebraska on March 24, 1943 and has been a Las Vegas resident since 1952. He graduated from Bishop Gorman High School in 1961 and Creighton University in 1965 with a BSBA in Accounting and received his MBA in Labor Relations from the University of Southern California in 1967. In 1967 Mr. Gaughan became an owner and ultimately the casino manager of the El Cortez Hotel. This ended in 1972 when he opened the Royal Inn Casino. After selling the Royal Inn, Mr. Gaughan built the Barbary Coast Hotel, the Gold Coast Hotel, the Orleans Hotel, the Suncoast Hotel, the South Coast Hotel and the Casino Queen Riverboat in East St Louis. In 2004 he merged his company, Coast Casinos, with Boyd Gaming and became the third largest gaming company in the United States. In 2006 he separated from them. Today he owns the South Point Hotel (formerly the South Coast) and the Las Vegas Airport Slot Concession. Mr. Gaughan has been licensed for 20 different gambling operations in Nevada, three times in Louisiana, twice in Illinois and one time each in New Jersey, Mississippi and Indiana. He has continually held a gambling license in Nevada for over 55 years. He is currently a board member of Las Vegas Events, the National Finals Rodeo Committee, the National Cowboy and Western Heritage Museum in Oklahoma City and the Pro Rodeo Cowboy Hall of Fame in Colorado Springs. Mr. Gaughan also sits on the Foundation Board of the University of Nevada Las Vegas and taught for three years in the School’s College of Hospitality. He is a former board member of the Golden Nugget Corporation, Boyd Gaming, the Las Vegas Convention and Visitors Authority, Valley Hospital of Las Vegas, the Hotel Employees and Restaurant Employees International Union Welfare Fund, the Southern Nevada Culinary and Bartenders Pension Trust and the Las Vegas YMCA. He is also a member and former Chairman of the Nevada Resort Association. He has been honored as “Man of the Year” for Bishop Gorman High School, Creighton University’s School of Business, Nellis Air Force Base and Temple Beth Shalom. In 2007 Mr. Gaughan was inducted into the Pro Rodeo Hall of Fame and received UNLV’s Distinguished Nevadan award in 2008. He has received the top Humanitarian Award from both the Justin Boot Company and the Resistol Corporation. He is also in the National Gambling Hall of Fame, the Nevada Sports Hall of Fame, the Off-Road Racing Hall of Fame, the Billiard and Bowling Hall of Fame, the West Coast Motorsports Hall of Fame and the International Sports Betting Community Hall of Fame. In 2017 the Professional Rodeo Cowboy Association named Mr. Gaughan a “Legend of Pro Rodeo”. In 2020 the PBR (Professional Bull Riders Association) awarded him their Lifetime Achievement Award. And in 2023 the National Cowboy and Western Heritage Museum presented him with the Ben Johnson Memorial Award for Rodeo Excellence. Mr. Gaughan has been the Honorary Squadron Commander for Nellis Air Force Base’s A-10 and JTAC Weapons School (66th WPS) since 2000 and became an active member of the USAF’s Air Combat Command’s Civil Board in 2008. In 2012 he was nominated and accepted to the Air Force Chief of Staff’s Civilian Advisory Panel. 2023 he was given the Distinguished Public Service Award by the Secretary of the Air Force.
